PRESS RELEASE

ISSUED 13 June 2025

Man fined over town centre fly-tipping

A HINCKLEY man has been fined £800 after he was found to have dumped several black bags on Church Walk in Hinckley in April 2025.

Following the investigation, the Borough Council was able to issue a fixed penalty notice to a local resident which has been paid, This is discounted for early payment (within 10 days) to £400.

Cllr Lynda Hodgkins, Executive Member for Parks, Open Spaces and Neighbourhood Services, said: “To dump bags on a main thoroughfare even if it was near a commercial waste bin, is still fly tipping.

“This fine serves as a reminder that the Borough Council take fly-tipping seriously and that you can be fined or prosecuted if caught. Thank you to our Clean Neighbourhoods team for their work on this case.

“The council offers a range of collection and pick-up services all at very reasonable prices for a variety of items.”

Market Bosworth Road Improvements Underway

This long awaited scheme includes new pedestrian crossings, a clockwise one-way road system, junction improvements, widened footways and cycle parking.

The Market Bosworth Parish Council and Hinckley and Bosworth Borough Council scheme will take 10 weeks, with work in the historic town carried out on their behalf by Leicestershire County Council.

Upgrades will include:

  • Improved priority system at the junction of Rectory Lane and Sutton Lane
  • Two-hour restricted parking bays in Market Place
  • New one-way clockwise gyratory system on Market Place and Main Street
  • New 20mph speed limit within the town centre and approach roads
  • Road resurfacing

When completed, residents and businesses are expected to benefit from reduced speeds and improved road safety, better traffic flow, and limited waiting parking bays.

New pedestrian crossings, widened footway areas and cycle parking will also feature, improving active travel provision to the town.

To ensure safety and efficiency, the improvements work will be carried out in phases, using a combination of temporary road closures and changes to traffic direction.

Access to homes and premises will be maintained as much as possible. There may be short periods of restriction, which will be carefully managed and kept to a minimum.

For more detailed information on upcoming work, please visit the PC website at https://www.marketbosworth-pc.gov.uk/town-centre-development-scheme

Public Rights of Way Consultation

Leicestershire County Council is responsible for over 1915 miles (3084km) of public rights of way, including paths in both the countryside and urban areas. They are important for leisure, travelling to work or school and health and wellbeing.

Although Leicestershire’s rights of way network has developed over hundreds of years, the Council recognises that it must meet the current and future needs of the public. Every council that is responsible for public rights of way must have a Rights of Way Improvement Plan (ROWIP).

In February 2025, Leicestershire County Council invited Members, Stakeholders and the public to give us their views in order to help us to make sure that the Council’s new Rights of Way Improvement Plan meets the needs of communities within Leicestershire. Views and comments were collected through a Survey, Social Pinpoint Mapping tool and through workshops held at the Cycling, Walking and Wheeling Forum.

The Council now has a draft Rights of Way Improvement Plan, informed by the feedback received and the Council’s findings. Engagement continues to be an important part of this process, and as a Parish Council, your knowledge will be invaluable in informing the ROWIP.  The Council would like to hear your views on the draft ROWIP and associated Action Plan. You can do this by completing a survey on Leicestershire County Council’s Have Your Say Webpage which will be open for a 12 week period from the 22nd May 2025.

The Council would be grateful if you could also encourage your local community to have their say by sharing the link to the survey.

NUMBER 7 BUS SERVICE UPDATE – UPDATE FROM LEICESTERSHIRE COUNTY COUNCIL

Leicestershire County Council have advised that they are currently reviewing, re-designing, and re-tendering bus services around the county.  They can also confirm that the above bus service is not being cancelled without any alternative provision, it will be replaced. Final details of proposed changes are still being worked up, and will be rolled out very shortly. However,  they can hopefully provide reassurance in advising that it will not result in any loss of provision.

We are holding a series of sustainable travel roadshows in the coming weeks and details of these and the overall project here https://www.choosehowyoumove.co.uk/public-transport/get-around-by-bus/leicestershire-buses/leicestershire-network-review/.
