UPDATE – Police and Crime Commissioners Visit to Sheepy Parish

Update regarding the up and coming Police & Crime Commissioner visit to Sheepy Parish on 23rd November at 6.00pm at Sheepy Memorial Hall.

 

We can confirm the session will be ‘round table style‘ discussion based on topics focused around road safety and speeding.

The parish council will facilitate the discussion and we asked parishioners for their views on the lines of questions to be raised at the meeting.

 

We have now received many lines of questions form parishioners, which have been collated and the 4 most relevant questions have been submitted to the Police and crime commissioners office for the Police and Crime Commissioner to feedback on the 23rd November

 

The Parish Council is encouraging parishioners to attend, even though no more questions will be allowed on the night, this will be your opportunity to gain first hand the Police and Crime commissioners views on matters that affect the Parish.

Christmas and New Year arrangements

THE following opening times during the Christmas and New Year period have been announced by the Borough Council, together with the arrangements that have been made for various council services:
Council office closing times
Borough Council services at the Hinckley Hub will close at 4.30pm on Friday 22 December and re-open at 8.30am on Tuesday 2 January 2024.

Refuse & recycling arrangements
Alternate arrangements for refuse (black bin) and recycling (blue-lid bin) collections due on Monday 25 December, Tuesday 26 December 2022 and Monday 1 January 2023 are as follows:

• Refuse due on Monday 25 December will be collected on Friday 22 December
• Recycling (blue-lid) due on Monday 25 December will be collected on Thursday 21 December
• Refuse due on Tuesday 26 December will be collected on Wednesday 27 December
• Recycling (blue-lid) due on Tuesday 26 December will be collected on Thursday 28 December
• Refuse due on Monday 1 January will be collected on Friday 29 December
• Recycling (blue-lid) due on Monday 1 January will be collected on Tuesday 2 January

For residents living in rural west areas of the borough who usually have garden and refuse bins collected on the same day, collection arrangements are as follows:

• Refuse due on Monday 25 December will be collected on Friday 22 December
• Refuse due on Tuesday 26 December will be collected on Wednesday 27 December
• Recycling (blue-lid) due on Monday 1 January will be collected on Tuesday 2 January.

All other refuse and recycling collections will continue on their usual days during the Christmas and New Year period.

The garden waste (brown bin) collection service will be suspended for two weeks during the Christmas and New Year period (last collection Tuesday 19 December and collections starting again Wednesday 3 January). There will be no collections of large (bulky waste) items between Monday 18 December and Monday 1 January with collections recommencing from Tuesday 2 January 2024.

Free Parking on Saturdays in Hinckley
CHRISTMAS shoppers in Hinckley will once again be able to enjoy free car parking in selected town centre car parks on Saturdays this festive season.

Shoppers can park for free from 9am in the Lower Bond Street, Trinity West and Castle car parks on Saturday 2, 9, 16 and 23 December as well as North Warwickshire and South Leicestershire College car park (LE10 1QQ).

The Borough Council has agreed to repeat the popular offer again this year in order to thank shoppers for their loyalty and to increase trade for shops and businesses.

Shoppers are reminded that parking is free in all council run car parks on Sundays throughout the year.

Hinckley Market at Christmas
There will be markets in Hinckley on Friday 22 December and Saturday 23 December, plus Friday 29 and Saturday 30th December. No markets due to bank holiday on Monday 25 December and Monday 1 January. Markets will return to the usual Mondays, Fridays and Saturdays from Friday 5 January onwards.

Carols around the tree
Wrap up warm and enjoy singing well known carols around the tree on Friday 8 December, 4.15pm – 5.00pm in partnership with Churches Together, Hinckley town centre.

Hinckley Christmas lights tour
The annual Hinckley’s Christmas lights tour for elderly and disabled people will be held on Wednesday 6 December. Castle Street will be open to traffic from 6pm to 8pm to allow the public to drive down with their elderly or disabled family and friends, allowing them to view the lights. There will be festive music and street entertainment along the route.

Festive Feast and Craft Market
A Sunday food and craft market offering a selection of hot and cold food plus crafts, collectibles and gifts will be in Market Place, Hinckley on Sunday 10 December from 10am until 4pm.

There will be 45+ stallholders including street foods, warming mulled wine and cider, crafts, gifts, collectibles and more plus live music, Santa on Stilts and entertainment from Fosse 107.

Hinckley BID’s Santa’s Grotto
The Borough Council and Hinckley BID Santa’s Grotto will be held on Saturday 16, Sunday 17 and Monday 18 December from 10am to 4pm in the Britannia Centre.

Entry is £3 per child. Each child will receive a small gift.

Festive Fun Run

A free festive fun run hosted by Hinckley BID and the Borough Council will be held on Sunday 3 December in Hinckley Town Centre.

The run, which is just under a mile long, starts with a warmup from our resident ‘Healthy Elf’ from 10.45am in Market Place, Hinckley. Participants are invited to dress up as Santa, or ‘anything Christmassy’ or just wear their Christmas jumpers.

There will be neck medals for everyone sporting festive dress. Two £50 Town centre voucher prizes (one for the best dressed individual and another for the best dressed family group) will be awarded and a £25 voucher will be presented to each of two Runners-up. Well-behaved dogs (on leads) in festive fancy dress are also welcome to join and the best dressed dog will receive a special dog treat.

The route is suitable for all abilities including wheelchairs and pushchairs – walking, toddling or ambling is encouraged for any non-runners. There will also be a sweet stop at the end of the run for all children taking part.

Hinckley Leisure Centre
Hinckley Leisure Centre will close at 12 noon on 24 December and remain closed on 25 and 26 December. The centre’s opening hours from 27 December to 30 December will be 8.00am to 3.00pm. The centre will close at 12 noon on 31 December and remain closed on 1 January 2024. The centre will revert to normal opening hours from Tuesday 2 January. The Community Houses
Barwell, Earl Shilton and Wykin Community Houses close on 2.30pm Friday 15 December and re-open Wednesday 3 January 2024.

A Temporary Traffic Regulation Order (TTRO) is to be made for the following
location: From Fenn Lanes To Upton Lane, Sheepy (see weblink ).

The purpose of the TTRO is to allow Leicestershire County Council and their
contractors to facilitate carriageway patching and any other associated work to the
highway.

The TTRO will incorporate a temporary road closure.

The duration of the restriction is not anticipated to exceed a period of 1 day on the
12th December 2023.

prior to the works commencing.

Community Initiative funds open for applications

 

COMMUNITY groups in Hinckley and the parishes of Hinckley and Bosworth are being encouraged to apply for their share of the Borough Council’s Parish and Hinckley Initiative Fund.

 

A total of £134,000 has been made available to support community projects throughout the borough. Grants are available for up to 50 per cent of the total project cost. The minimum total project cost for the scheme is £5,000 and grants cannot exceed 50% of the total project costs. A maximum of £12,000 can be allocated to any one parish area and £10,000 is available through the Hinckley community initiative fund to community groups within the town of Hinckley.

 

In the past these grants have helped fund a wide variety of projects such as play areas, community building improvements, new pathways, heritage trails, and sports facilities. This year to reflect the council’s commitment to address the climate emergency and in line with its climate change and biodiversity strategy, projects which reduce carbon emissions or improve biodiversity will be given priority when allocating funding. Projects will be prioritised in the following order:

  • Climate change/carbon reduction projects and conservation/biodiversity projects
  • Play area improvements and community building projects
  • Sports and fitness projects, footpaths, trails and historic features
  • Landscaping projects and improvements to places of worship
  • Others (schemes that meet the essential criteria but don’t fall into any of the above categories)

 

Councillor Martin Cartwright, Executive Member responsible for Rural Communities and Environment at the Borough Council, said: “As in previous years I would like to see these grants spread as wide as possible across the parishes and variety of schemes delivered, with special emphasis on the smaller organisations as well as our parish councils. Any project with a focus on climate impact reduction or carbon reduction measures as well as biodiversity all of which will help towards the council’s ambitions to be carbon neutral by 2030 will receive extra points awarded in the overall scoring process. I would urge your community group or parish council to apply for this grant funding. Good luck.”

 

Councillor Cathie Gibbens, Chair of the Hinckley Area Committee welcomed the initiative and said: “I am delighted the council has once again been able to continue with this funding and look forward to it continuing to have a positive impact on the development of community-based projects in the Hinckley area. Local groups – please apply.”

Free parking on Saturdays this Christmas

 

CHRISTMAS shopping in Hinckley will be given a boost once again this year with free car parking in selected town centre car parks on Saturdays in the run-up to Christmas.

 

Shoppers will be able to park for free in Lower Bond Street, Trinity West and Castle car parks (after 9am) in the four Saturdays before Christmas. The Borough Council has agreed to repeat the popular offer again this year to thank shoppers for their loyalty and to increase trade for shops and businesses.

 

The free parking offer applies from 9am on 2, 9, 16 and 23 December. Shoppers are reminded that parking is free in all council run car parks on Sundays throughout the year.

 

Additionally, shoppers will also be able to park for free in North Warwickshire and South Leicestershire College (NWSLC) car park in the four Saturdays before Christmas. The car park, which is directly behind the Atkins Building, can be accessed from Druid St.

 

Council Leader, Cllr Stuart Bray said: “We continue to recognise the financial challenges this Christmas everyone is facing but hope that this free parking offer will urge residents to support their local high street, market and hospitality venues if they can. My thanks also to NWSLC for opening their car park to shoppers.”

Hinckley and Bosworth Rural England Prosperity Fund Grants Now Open

A new scheme aimed at boosting the rural economy is now open to applications and will run until March 2025. Rural businesses and organisations are being invited to apply for grants to help them to become greener. The initiative has been made possible thanks to £400,000 of funds from the Rural England Prosperity Fund. Those eligible for the grant include businesses and local organisations that invest in green technologies, as well as those that increase productivity; protect and improve local historic buildings, venues and cultural offerings; provide diversification outside of agriculture and develop local tourism attractions. Applications are especially encouraged from those who would like to install low and zero carbon-generating technologies, or measures to improve energy efficiency.

 

There are a range of grants available, with funds from £7,500 to £22,500. The grants also have an intervention rate of 75%, meaning businesses and organisations need only find a minimum 25% of the total eligible project costs to apply. With a pool of £100,000 available in Year 1 (2023/24) and £300,000 in Year 2 (2024/25), the council is expecting high interest and applications will be treated on a first-come first-served basis. The fund is open to applications for Year 1 and 2, although applications for Year 2 must be projects that will not commence prior to 1st April 2024.

 

The closing date for the first round of funding is midday on Wednesday 29 November 2023.
